Artificially reducing mature estates' BTO prices will spur demand ... (The Straits Times)

HDB is consciously moderating prices in mature estates through the PLH model, even as more flats are being built, said Mr Lee.

Some part of society will enjoy a significant windfall from the free land, while another part of society will be paying for the windfall,” he said. “I give them the benefit of the doubt that the intent is to improve the lives of Singaporeans. Because Singaporeans can see that the subsidy in a BTO flat is real and that it means that after the minimum occupation period, they can sell the flat if they need to move and make capital gains... But they are not as frank about the trade-offs,” he added. “It is easy to ask, why not make flats even cheaper? especially for flats in mature estates because they are highly sought after.”

Desmond Lee says 70% of BTO flats affordable for median ... (The Online Citizen SG)

The Online Citizen Asia Desmond Lee says 70% of BTO flats affordable for median household with income of S$8400 but what about the 10th to 40th percentile?

[10th percentile](https://tablebuilder.singstat.gov.sg/table/CT/17727) of the “Average Monthly Household Income from Work (Including Employer CPF Contributions) Among Resident Employed Households By Deciles”, at an income of S$2,040, may find that say, 90 per cent of the BTO flats were “not affordable”, because using the much-cited benchmark of “affordability”, of 25 per cent of income for the monthly mortgage repayment for a 25-year HDB housing loan — means that they can only buy a flat priced at not more than S$152,385. As the “median” is half of the households — it may arguably, be a somewhat meaningless “affordability” conclusion because it does not say anything about the 40, 30, 20 & 10 percentile of households who many find the BTO flats “not affordable”. Mr Lee said in his opening remarks for the debate on two parliamentary motions, “Close to 70 per cent of the Build-To-Order flats launched in 2022 across all estates can be affordably purchased with (the median Singaporean household income of) S$8,400 at a mortgage servicing ratio (MSR) of 25 per cent or less, meaning that these households use a quarter or less of their household income to pay for the mortgage instalment,”

More BTOs with shorter wait times, support in buying resale flats ... (TODAY)

SINGAPORE — More Build-to-Order (BTO) flats with shorter waiting times of less than three years will be launched from 2024 onwards, while more support could ...

First-timer families may qualify for an Enhanced Housing Grant of up to S$80,000, if they meet the eligibility conditions. They were the shortest waiting times among projects launched that month. The pandemic has also exacerbated application rates. More than 8,000 of such new flats will be completed in the next two years. Before the pandemic, flat applicants typically had to wait from two-and-a-half to four years for their new homes. Currently, 94 projects under construction have a median waiting time of around 4.3 years.

The reserves are then invested to fund the government's annual budget to support the needs of Singaporeans. 90 per cent home ownership in a cosmopolitan city is not something that many other major cities have been able to achieve," Lee said. "As a society, we have to debate and agree on how affordability should be fairly defined, because ultimately, we – the people of Singapore – are all collectively paying for it." "To put this into perspective, the revenue from the 1 per cent GST increase this year is less than half of (this). In creating and developing the CPF system, public housing becomes even more affordable for the majority of Singaporeans. A successful couple would be able to sell the BTO flat for a large profit after completing the minimum occupancy period, especially in mature estates. "It is easy to ask, why not make flats even cheaper?" HDB aims to launch up to 100,000 new flats between 2021 and 2025 in order to meet higher demand. Lee encouraged first-timer couples to consider purchasing BTO flat in a non-mature estate so as not to put their family plans on hold. 2022, the govt has set aside at least 95 per cent of 4-room and larger BTO flats for families who are buying their first flat, for both mature and non-mature estates. But more buyers join the queue due to the attractiveness of the BTO subsidy. Lee said that as it is a major decision, many couples feel like they cannot compromise on location, and won't settle for second best.

In so far as the two schemes proposed by PSP, Mr Singh said that WP is not supporting them but felt they should be studied further. But the queue for HDB flats vanished due to the Asian Financial Crisis in 1997, leading to an oversupply of 31,000 unsold flats. I think our BTO shortage would be even greater today.” At the end of the debate, the proposed amendments by WP to Mr Lee's motion were voted down by the House. On PSP’s motion, Mr Singh said it “comes from a good place” and that “a deep conversation” around the inclusion of land cost in new flat pricing should be a priority of the Government. Mr Leong reiterated that the main objectives of the "affordable homes scheme" are to stop the depletion of a homebuyer’s CPF and to engineer a “soft landing of the current surging HDB resale market”. - At the end of the debate, the House voted in favour of the motion filed by the Government and against that filed by the Progress Singapore Party Mr Lee also noted that WP had raised concerns about an oversupply of Build-to-Order (BTO) flats in 2019 and had recommended in the party’s working paper on resale flat prices that the HDB build 9,000 flats that year. A total of 16 Members of Parliament (MPs), Non-Constituency MPs (NCMPs) and Nominated MPs (NMPs) spoke on the second day of the debate, in addition to four political office holders. At just after 11pm, following over eight hours of debate on Tuesday, members of the House voted down a proposed amendment by Workers' Party (WP) to Mr Lee’s motion and voted in favour of his motion and against PSP’s motion. SINGAPORE — The Government has and will continue to be careful in calibrating public housing flat supply to meet demand as there are real dangers of oversupply, said National Development Minister Desmond Lee on Tuesday (Feb 7). - The Government needs to be careful in calibrating flat supply to meet demand as there are real dangers of oversupply, such as a downward pressure on the housing market

Parliament rejects PSP's public housing proposals, passes ... (CNA)

National Development Minister Desmond Lee said the PSP's motion has “noble intentions” but the party's claim that the public housing system is ...

For those who already own both concurrently, the Government could incentivise them to sell their HDB flat by rebating the ABSD they paid at the time of purchasing the private property, Mr Giam added. This would allow BTO flats to be sold at a lower price and may better suit the life plans of buyers, he noted. He explained that of these, 45 per cent are not living in their flats, which means there are about 15,000 HDB flats unoccupied by owners. HDB flat owners are currently allowed to buy private residential property without selling their flat if they meet the Minimum Occupation Period and pay the Additional Buyers’ Stamp Duty (ABSD). “Our system is far from perfect but it has achieved through the generations the outcomes that we have laid on the table today.” Additionally, Mr Perera proposed building a new class of flats ahead of demand rather than being built to order. They suggested an Affordable Home Scheme that defers land costs from BTO purchases, with such costs to be paid only if the flat is sold on the resale market. "Owning a HDB flat that can last us for life is, in itself, important for retirement security," she said. “Unity, hard work and good policies would help to continue creating favourable economic conditions for Singapore. The votes, which came after two days of debate that ended past 11pm on Tuesday, saw 82 Members of Parliament (MPs) supporting the motion by the Government, with 11 MPs voting against it. calls on the Government to intensify its efforts to meet these twin goals." While his party was not supporting the two proposals, they felt that the ideas should be studied further, he added.
