SINGAPORE: The Housing and Development Board (HDB) on Tuesday (Aug 30) launched 4993 flats under its August Build-to-Order (BTO) exercise.

Prices are higher in the mature estates, starting at S$198,000 before grants for a two-room Flexi flat in Ang Mo Kio. “HDB will launch up to 23,000 new flats in 2023, and is prepared to launch up to 100,000 flats in total from 2021 to 2025 if needed, subject to prevailing demand,” said the board. HDB encouraged buyers to apply for a BTO flat in the non-mature towns to enjoy a "higher chance of success" in securing a flat. Applications for flats launched in the August 2022 BTO exercise can be made online on HDB InfoWEB from Aug 30 to Sep 5. For the BTO projects launched in August 2022, the waiting time generally ranges from three to 5.7 years, HDB said on Tuesday. On Tuesday, HDB says up to 20 per cent of the PLH flats in the two Bukit Merah projects will be set aside for first-timer families, and up to 2 per cent for second-timer families, under the Married Child Priority Scheme. It will consist of five residential blocks between 21 and 32 storeys in height, with 896 units of two room flexi, four, five-room and 3Gen flats. Prices for flats at Sun Plaza Spring start from S$381,000, without grants, for a four room flat, and S$520,000 for a five-room flat. Prices for flats at Keat Hong Grange start from S$102,000, without grants, for a two room flexi flat, and S$390,000 for a five-room flat. Prices for flats at Central Weave start from S$198,000, without grants, for a two room flexi flat, and S$720,000 for a five-room flat.

In September 2019, in his apartment, he recorded the same man putting on his underwear. The court heard that Chee took videos and photos of other men changing at Safra locker rooms as well as of a man who was undressed at his home. As the man was checking that the video was deleted, he noticed that Chee’s phone had obscene videos of other naked men. In December 2018, Chee again recorded a video of a man who was fully naked in the locker room of Safra Mount Faber in Telok Blangah. Investigations found that back in April 2012, Chee took two photos of an unknown man who was only in his underwear in the locker room of a Safra clubhouse. Ex-HDB director Norman Leo Chee Wei Kiong was caught with obscene videos of men he have secretly filmed over the years.

This was apparently a “painful decision” for him after building his career for over 35 years. On 31 Dec 2018, he filmed a fully naked man for 25 seconds in the male locker room at SAFRA Mount Faber. Another clip taken on 25 Sep 2019 shows Billy putting on his underwear. In court, the prosecution asked for two to three weeks’ jail and a fine of S$1,600 to S$2,000 for Chee. However, the man caught him and confronted Chee, who denied filming him. During the course of investigations, Chee admitted that he had a habit of taking videos and pictures of men he found attractive in public places like gyms and communal changing rooms.
