To his supporters, he is a hero of the revolution who went on to urge the Marcos family to publicly apologize for their misdeeds.

Ramos remained a political force even after his presidency, with the party he founded still active in government. The Philippines was on a "sound footing" relative to its neighbours when the Asian financial crisis hit, as consumption and overseas workers' remittances supported the economy, according to the Asian Development Bank. Among his major moves in office was to sign a visiting forces agreement with the US, the country's former colonial ruler and post-war ally. He graduated from West Point in 1950 and earned a master's degree in civil engineering from the University of Illinois the following year. Ramos was also the first Protestant president in the Catholic-majority country. Ramos said he defected because the dictator had prioritised personal interest and was no longer a capable commander-in-chief.

Barred by law from seeking a third term in 1972, Mr. Marcos declared martial law, citing the threat of Communist and Muslim insurgencies. Mr. Marcos tried to steal it back by fomenting a military coup. He deregulated and privatized industries in an economy that had been dominated by a few large companies, overhauled the government’s inefficient tax system and encouraged family-planning practices to curb population growth. One of Fidel’s sisters, Leticia Ramos Shahani, was a diplomat and Philippine senator. Mr. Ramos graduated from the United States Military Academy, served in the Korean War alongside American troops and commanded a Philippine contingent in the Vietnam War. He reached peace agreements with two long-active guerrilla insurgencies, the Communist New People’s Army and the Muslim separatists of the Moro National Liberation Front, granting amnesty to thousands. By some estimates, he generated $20 billion in new foreign investments in the Philippines. Mr. Ramos, a second cousin of President Marcos, was the scion of a patrician family steeped in public service. He was also a study in contradictions. Critics called Mr. Ramos a ruthless Marcos henchman. In fact, she began many economic policies that flourished under Mr. Ramos, and he successfully defended Ms. Aquino’s fragile democratic government against repeated military mutinies.

He was a part of the Philippine combat contingent that fought in the Korean War and was also involved in the Vietnam War as a non-combat civil military engineer. “He leaves behind a colorful legacy and a secure place in history for his participation in the great changes of our country, both as military officer and chief executive,” she said in a statement. It was not immediately clear what caused his death but one of his longtime aides, Norman Legaspi, told the Associated Press that Ramos had been in and out of the hospital in recent years due to a heart condition and had suffered from dementia.
