Pope Francis has announced he will elevate 21 churchmen to the rank of cardinal in a ceremony at the Vatican in late August.

Francis in his choices kept up a tradition of naming some who are too old to vote in a conclave, but whose long decades of dedication to the Catholic church is honored by bestowing cardinal’s rank on them. Presiding over the consistory this summer adds to an already ambitious schedule in the months ahead for Francis, who has taken to using a wheelchair or a cane of late due to a knee ligament problem. He also signed a statement last year expressing support for LGBTQ youth and denouncing the bullying directed at them. This is the eighth batch of cardinals that Francis has named since becoming pontiff in 2013. Only one new cardinal was named from the United States: Robert Walter McElroy, bishop of San Diego, California. A sizeable majority of those who are eligible to vote in a conclave were appointed by him, increasing the likelihood that they will choose as his successor someone who shares his papacy’s priorities, including attention to those living on society’s margins and to environmental crises.

This lack of familiarity suggests a good share of the electorate the next time around will be learning as they go, as opposed to arriving in Rome with preferences already set. One veteran Vatican cardinal recently said that in the last conclave, he estimated he knew personally about two-thirds of the participants – were it to happen again today, he said, he’d know only about a third. (Some observers believe the policy of distributing red hats to the peripheries may favor the candidacy of Cardinal Matteo Zuppi of Bologna, seen as a strong Francis ally and also a product of the Community of Sant’Egidio, which has long had a presence in many of these far-flung locations. On the “harder to handicap” side of the ledger, most observers also would say there’s no obvious new papabile, meaning candidate to be the next pope, in this crop of cardinals. Mathematics reinforce that supposition, since as of August 27, when the consistory takes place in Rome, Francis will have named 83 out of 132 total voting-age cardinals at that point. McElroy was given the red hat instead of Archbishop Jose Gomez of Los Angeles, among the largest and most complex archdioceses in the world, one that’s been led by a cardinal since 1953, and which is only about 120 miles away.

Bishop Okpaleke had to be ordained a bishop outside of Ahiara and was not able to take effective possession of the diocese. After years of fruitless attempts to resolve the situation, Pope Francis lowered the boom on the priests of Ahiara in 2017. Bishop Okpaleke’s elevation to cardinal is an ex-post attempt salvage something from the sorry situation. To adequately understand the pontificate of Pope Francis, it is as necessary to pay attention to what is not said and what is not done as it is to what is said and is done. The Vatican conceded defeat in 2018, accepting with no little embarrassment Bishop Okpaleke’s resignation from Ahiara. The rejected bishop was then left to languish for two years without a diocese. Archbishop Gomez, a gracious and dignified man, will conduct himself with customary reserve in the face of what many of his brother bishops — off the record — regard as shabby treatment. A Mexican immigrant to the United States, Archbishop Gomez has been among the most energetic senior prelates in advocating for immigrants. Many priests and people violently objected on the grounds that Bishop Okpaleke was not of their own ethnic group. Pope Francis has repeatedly refused to elevate Archbishop Shevchuk out of presumed deference to the Russian Orthodox Patriarchate of Moscow, which would prefer that the Ukrainian Catholic Church should not exist. In 1994, St. John Paul II, desiring to show solidarity with the war-ravaged city of Sarajevo, named then 49-year-old Archbishop Vinko Puljić a cardinal, despite his young age. Why Archbishop Shevchuk has not been named a cardinal is something of a mystery. The announcement of a consistory to create 21 new cardinals in August is a case in point.
