Purely anecdotally, Heizou looks like a four-star character to me, and if he is a sword user, it seems likely that he'd be a four-star to avoid redundancy with Kazuha, a five-star Anemo sword user also from Inazuma, but that's just speculation. The short sword strapped to his waist could suggest that he's a sword user, but it's possible this is purely decorative and he wields another weapon type. Heizou is expected to release alongside patch 2.8 since the previously announced Yelan and Kuki Shinobu are confirmed for the 2.7 update. While the Covid-19 pandemic has certainly delayed some patch releases and closed off some features temporarily, MiHoYo never skimps out on full-fledged patches that are always worthwhile, so none of these updates should be any different in that regard. Shikanoin Heizou, hailing from the Japan-like Inazuma, will be making his way to a gacha banner with the upcoming patch.
