China has called for talks while refusing to criticize Russia over its invasion. The ICRC says its team that has been trying to enter Mariupol since last Friday got within 20 kilometers (12 miles) of the besieged city, but security conditions made it impossible to enter. “Credible information shows that from March 7 to March 30 Russian soldiers and security forces were deployed in this area,” he said. A poll commissioned by Finnish broadcaster YLE last month showed that, for the first time, more than 50% of Finns support joining the Western military alliance. He declined to say what kind of protection they might get. President Joe Biden is also signing an executive order to ban new U.S. investment in Russia. Videos and photos of corpses of people who appeared to be civilians have sparked calls for tougher sanctions and war crimes charges against Russia, which has vehemently denied responsibility. He also lobbied heavily against the EU imposing sanctions on Russian energy imports. “I suggested that (Putin) … the Ukrainian president, the French president and the German chancellor hold a meeting here in Budapest, the sooner the better,” Orban said. “They’re going to keep getting them, and we’re going to keep sustaining that.” Capturing the city would allow Russia to secure a land corridor to the Crimean Peninsula that Russia annexed from Ukraine in 2014. She said an additional 1,206 people were evacuated from the eastern region of Luhansk.

Volodymyr Zelenskiy says new sanctions on Russia 'not enough' to prevent more deadly attacks as citizens in the east of the country urged to flee.

Vadym Boichenko said 90% of the city’s infrastructure has been destroyed and Russian forces have targeted a hospital where 50 were burned to death. The Russian military, like its Soviet predecessor, remains a conscript force and has neither enough professional noncommissioned officers to maintain equipment nor enough officers trained in logistics.

US President Joe Biden calls for Putin to stand a war crimes tribunal for the alleged Russian killings of civilians in Bucha. Reuters reporters find a 15m-long trench in the vicinity of the Church of St Andrew in Bucha, which had begun to be used as a mass grave. Human Rights Watch says it has verified and documented war crimes by Russian occupying forces in the areas of Kyiv, Kharkiv and Chernihiv, in northern Ukraine. Eye witnesses to the Russian incursion in Bucha tell Al Jazeera the civilians have been shot dead by Russian troops. As Russian troops withdraw from Bucha, a town northwest of Kyiv, dozens of corpses in civilian clothes are found on the streets. It says Russian soldiers received “significant doses” of radiation after digging trenches in contaminated soil in the forest surrounding the plant, which was the scene of a nuclear meltdown in 1986. “Everyone in Russia who will not demand an end to this shameful war and the withdrawal of Russian troops from Ukraine has no future,” he said in an address. The Ukrainian soldiers are wrapping up their impromptu drone training at a military base in the southern United States that officials would not identify for security reasons. But Pentagon officials said the small, portable kamikaze drones could prove to be a more cost-effective and elusive weapon against Russian armored convoys. The Pentagon announced last month it was sending 100 Switchblade drones to Ukraine as part of a $800 million military aid package to Ukraine. More are on the way. Russia-Ukraine live updates: NATO and E.U. to further isolate ... (The Washington Post)

The gruesome killings in Bucha could further isolate Moscow as the U.S. sanctions Putin's daughters and the E.U. will vote on a Russian coal ban.

The last independent newsletter in Russia suspended its operations. The weapons: Ukraine is making use of weapons such as Javelin antitank missiles and Switchblade “kamikaze” drones, provided by the United States and other allies. The total toll remains unclear, but survivors describe atrocities echoing those that have emerged from other cities Russia has occupied. On Monday, Biden repeated his assertion that Russian President Vladimir Putin is a war criminal and called for further evidence-gathering to prepare for a war-crimes trial. The Switchblade drones come in two versions. Many yearn to return home, even if it’s not the same. The continued violence came amid fresh reports of human-rights atrocities in Ukrainian cities and towns that had been under Russian control. U.S. analysts said Moscow has begun gradually shifting the focus of its military operations to the eastern border provinces after withdrawing thousands of troops that previously encircled the capital, Kyiv. She also declared that an agreement between NATO and Russia inked after the Cold War is dead. Failure to heed the commands could mean death at the hands of Russian forces. Russia has fully withdrawn its troops from Kyiv and further north in the city of Chernihiv, according to the Pentagon. Ukraine appealed to NATO Thursday to give its forces more firepower to fight Russia as the alliance’s foreign ministers meet for a second day and European diplomats weighed a ban on Russian coal.

Then during the 2008 crisis, the authorities burned through billions of dollars to slow the currency's slide, in part to avoid spooking the population and sparking a run on the nation's banks. That includes freezing the assets held by nonresident investors, and telling Russian companies to convert 80% of the foreign currencies they hold into rubles.

Russian forces were accused of killing and torturing as many as 300 people in Bucha before pulling out of the town. Ukrainian Foreign Minister Dmytro Kuleba is expected to attend part of the two-day talks. Moscow has repeatedly denied the claim, calling it a "provocation," even as photos purported to show the dead bodies of civilians in Bucha have sparked international outrage. Safe routes out of Mariupol have been repeatedly blocked and attacked, making evacuations nearly impossible, Ukrainian officials have said. The proposed package also includes a full transaction ban on four Russian banks. Russian and Belarusian transport companies would also be blocked from entering the European Union. In a statement, police said they were still investigating the incident. They have not yet released the identity of the driver. Russia wants to maintain diplomatic relations with Western countries despite a series of expulsions of its diplomats, Russian Deputy Foreign Minister Alexander Grushko said on Wednesday. Several European countries including France, Belgium, the Netherlands and Italy have expelled large numbers of Russian diplomats in recent days. Russian forces have taken control of 60% of the town of Rubizhne in Ukraine's eastern Luhansk region, which has suffered heavy shelling across its territory for the past 24 hours, Luhansk Governor Serhiy Gaidai said on Wednesday. "Sixty percent of Rubizhne is controlled by the Russians," Gaidai said in an online post, accusing a former official of assisting the Russian forces by handing over information. "Recent news from the war in Ukraine, instead of bringing relief and hope, brought new atrocities, such as the massacre of Bucha," Reuters quoted him as saying. Pope Francis condemned the "massacre of Bucha" and kissed a Ukrainian flag he said was sent to him from the town during his weekly audience at the Vatican's auditorium. European Union leaders are facing growing pressure to sanction Russian energy exports following accusations its troops have carried out war crimes in Ukraine. The EU Commission is proposing a ban on coal exports that'll be considered today as part of a wide-ranging fifth package of sanctions. Kyiv and the West say there is evidence, including images and witness testimony gathered by Reuters and other media organisations, that Russia committed war crimes in the Ukrainian town of Bucha. Moscow denies the charge and has called the allegations a "monstrous forgery." Russia has accused the West trying to derail peace talks with Ukraine by fuelling "hysteria" over allegations of war crimes by Moscow's forces following their retreat from the Kyiv region. Hungary will pay for shipments in rubles if Russia asks it to, Prime Minister Viktor Orban told a news conference on Wednesday. Russian President Vladimir Putin has warned Europe it risks having gas supplies cut unless it pays in roubles as he seeks retaliation over Western sanctions for Moscow's invasion of Ukraine. With weeks to go to before bills are due, the European Commission has said that those with contracts requiring payment in euros or dollars should stick to that.
